After winning the Labour leadership following Sir Keir Starmer’s resignation, Burnham used his first speech outside Downing Street to outline his vision for the country, pledging a renewed focus on economic growth, tackling the cost of living, greater devolution and a long-term plan to reshape Britain.

For landlords, tenants and property investors, one question is already being asked:

What could this mean for the private rented sector?

The short answer is that there are unlikely to be immediate changes, but housing remains one of the Government’s highest priorities, and landlords should continue to monitor developments closely.

What We Know So Far

During his first days in office, the Prime Minister confirmed that housing, regional growth and tackling homelessness will remain central to the Government’s agenda. While many details are expected to be published over the coming months, his long-standing support for increasing housing supply, improving housing standards and giving greater powers to local authorities suggests these areas are likely to remain key priorities.

Importantly for landlords, Angela Rayner has returned as Housing Secretary in the new Cabinet. Her appointment signals that housing policy will continue to receive significant attention while the Government develops its longer-term plans.

Could We See Further Regulation?

Throughout his time as Mayor of Greater Manchester, Andy Burnham consistently supported improving housing standards, increasing affordable housing and strengthening the role of local government in housing delivery.

Whether those priorities translate into additional regulation for the private rented sector remains uncertain. 

However, it would not be surprising to see further consultation on matters such as:

  • Raising housing standards.
  • Increasing local authority enforcement powers.
  • Expanding affordable housing.
  • Supporting tenants experiencing financial hardship.

At present, these remain potential future policy directions rather than confirmed Government proposals.

Greater Powers for Local Authorities

One of Andy Burnham’s defining political priorities has been devolution.

Successive governments have already transferred more responsibilities to regional authorities, and Burnham has long argued for councils and mayors to have greater control over planning, regeneration and housing investment.

While this may not have an immediate impact on landlords, greater local decision-making could result in regional differences in housing policy, planning decisions and enforcement activity over the coming years.

What Could This Mean for Buy-to-Let Investors?

Political change often creates uncertainty, but uncertainty does not necessarily mean reduced opportunity.

Previous periods of tax and regulatory reform have seen some landlords choose to leave the market. However, many factors, including interest rates, taxation, financing costs and local market conditions, also influence investment decisions.

Where rental supply falls while demand remains strong, professionally managed rental properties can become increasingly valuable.

Experienced investors often focus on long-term fundamentals rather than short-term political headlines.

Will More Housebuilding Reduce Rental Demand?

Increasing housing supply has been a long-standing policy objective for Labour.

Although additional homes would undoubtedly benefit the wider housing market, delivering significant numbers of new properties takes time.

Across many parts of Somerset and the wider South West, demand for well-presented rental accommodation continues to exceed available supply. While every local market differs, there is currently little evidence to suggest demand for quality rental homes will reduce in the near future.

A change of Prime Minister inevitably brings questions about what comes next. However, the direction of travel for the private rented sector has not fundamentally changed overnight.

Housing remains one of the UK’s biggest political challenges, and the private rented sector will continue to play a crucial role in providing homes for millions of people.

While further policy announcements are expected over the coming months, professional landlords who remain informed, compliant and proactive are likely to be best placed to adapt to whatever changes lie ahead.
